Why Not: Roads are blocked, villages are deserted, and it's life-threatening without special arrangements
However, during this time, the deities are shifted to winter seats in lower altitudes (like Ukhimath for Kedarnath and Joshimath for Badrinath), where pilgrims can continue to offer prayers.
